I think Betsy Ross and Francis Hopkinson were the people who made the flag. The reasons why I think they both of them made the flag is because Betsy could have made the paper stars and the strips. Another reason was that Francis had the receipts for the navel. One last reason I think it was both of them was that there could have been connections between them two.That is why I think it was both of them.
